LAW GOVERNING LICENSE AND SUPERVISION[3]OF MATERNITY HOSPITALS ANDHOMES BY THE CALIFORNIA STATEBOARD OF CHARITIES AND CORRECTIONS.
An act to provide for the licensing, inspectingand regulating of maternity hospitals orlying-in asylums, and institutions, boardinghouses and homes for the reception and careof children, by the state board of charitiesand corrections, and providing a penalty forthe violation of the provisions of this act.

The people of the State of California do enact asfollows:
Section 1. No person, association, or corporationshall hereafter maintain or conduct inthis state any maternity hospital or lying-inasylum where females may be received, caredfor or treated during pregnancy, or during orafter delivery; or any institution, boardinghouse, home or other place conducted as a placefor the reception and care of children, withoutfirst obtaining a license or permit therefor, inwriting, from the state board of charities andcorrections, such permit or license once issuedto continue until revoked for cause after ahearing.
Sec. 2. The state board of charities and correctionsis hereby authorized to issue licensesor permits to persons or associations to conductmaternity hospitals, lying-in asylums, or homesfor children, as provided in section one of thisact, and to prescribe the conditions upon whichsuch licenses or permits shall be granted, andsuch rules and regulations as it may deem bestfor the government and regulation of maternityhospitals, lying-in asylums and institutions,boarding houses, or homes for the reception andcare of children, and said board is furtherauthorized, by one or more of its members, secretary,[4]or duly authorized representative, toinspect and report upon the conditions prevailingin all such institutions.
Sec. 3. Any person who maintains or conducts,or assists in maintaining or conducting asmanager or officer any maternity hospital,lying in asylum, or any institution, boardinghouse, home or other place conducted as aplace for the reception and care of children, orwho keeps at any such place any child under theage of twelve years, not his relative, apprenticeor ward, without first having obtained a licenseor permit therefor in writing, as provided insection one of this act, shall be punished uponconviction by imprisonment in the county jailfor not more than one year, or by a fine not toexceed five hundred dollars, or both a fine andimprisonment may be imposed at the discretion[5]of the court.
RULES AND REGULATIONS FORTHE GOVERNMENT OF MATERNITYHOSPITALS AND HOMES.
In accordance with Chapter 69, Statutes 1913.
Definitions.
Any place into which women are receivedto be cared for before, during or afterparturition shall be considered as a maternityhospital or home.
Institution
